Narrative:

During initial climb from 28J to dab, was unable to contact jacksonville approach to obtain IFR clearance. Contacted daytona beach approach and advised them of my communication problem. They took me and gave me my IFR clearance. The altitude restr was 3000 ft and the route clearance was direct ormond beach. Since neither this altitude or the omn VOR were in my flight plan, I was busy entering the new waypoint into the GPS and went through the assigned altitude to 3600 ft before I corrected back to 3000 ft. Also contributing to the workload was a frequency change at that same time. My review of this event indicates that I should have made the altitude limit the prime consideration, and done the communication and navigation tasks as secondary to the altitude target.

Title: AN SMA PVT PLT OVERSHOOTS HIS IFR ASSIGNED ALT WHEN THE WORKLOAD BECOMES TOO GREAT SE OF 28J, FL.

Narrative: DURING INITIAL CLB FROM 28J TO DAB, WAS UNABLE TO CONTACT JACKSONVILLE APCH TO OBTAIN IFR CLRNC. CONTACTED DAYTONA BEACH APCH AND ADVISED THEM OF MY COM PROB. THEY TOOK ME AND GAVE ME MY IFR CLRNC. THE ALT RESTR WAS 3000 FT AND THE RTE CLRNC WAS DIRECT ORMOND BEACH. SINCE NEITHER THIS ALT OR THE OMN VOR WERE IN MY FLT PLAN, I WAS BUSY ENTERING THE NEW WAYPOINT INTO THE GPS AND WENT THROUGH THE ASSIGNED ALT TO 3600 FT BEFORE I CORRECTED BACK TO 3000 FT. ALSO CONTRIBUTING TO THE WORKLOAD WAS A FREQ CHANGE AT THAT SAME TIME. MY REVIEW OF THIS EVENT INDICATES THAT I SHOULD HAVE MADE THE ALT LIMIT THE PRIME CONSIDERATION, AND DONE THE COM AND NAV TASKS AS SECONDARY TO THE ALT TARGET.
