Narrative:
In sum: reporter landed at hwd, ca, in a 20-25 KT crosswind on runway 28L, held for traffic on runway 28R. After traffic passed, he crossed the runway assuming he was cleared to do so. His radio has had reported intermittent problems. He saw no light signals from the tower so he assumed he was cleared to cross and did so. The tower had their sun shades down because of the time of day and there was a glare on the tower windows which prevented seeing any light signals. This was reported to tower on the radio and in later phone conversation. Tower said they would review the tapes to see if there was a crossing clearance given and leave the rest up to management. No traffic conflict was reported.

Title: RWY INCURSION AT HAYWARD, CA.
Narrative: IN SUM: RPTR LANDED AT HWD, CA, IN A 20-25 KT XWIND ON RWY 28L, HELD FOR TFC ON RWY 28R. AFTER TFC PASSED, HE CROSSED THE RWY ASSUMING HE WAS CLRED TO DO SO. HIS RADIO HAS HAD RPTED INTERMITTENT PROBS. HE SAW NO LIGHT SIGNALS FROM THE TWR SO HE ASSUMED HE WAS CLRED TO CROSS AND DID SO. THE TWR HAD THEIR SUN SHADES DOWN BECAUSE OF THE TIME OF DAY AND THERE WAS A GLARE ON THE TWR WINDOWS WHICH PREVENTED SEEING ANY LIGHT SIGNALS. THIS WAS RPTED TO TWR ON THE RADIO AND IN LATER PHONE CONVERSATION. TWR SAID THEY WOULD REVIEW THE TAPES TO SEE IF THERE WAS A XING CLRNC GIVEN AND LEAVE THE REST UP TO MGMNT. NO TFC CONFLICT WAS RPTED.
