Narrative:
Chicago ARTCC gave us a crossing restr 'cross 90 mi southwest of ord at FL240.' we had anti-ice on and could not bring the power all the way back and still heat the wings. We brought the power back as far as we could and still have anti-ice working and pulled the speed brake. We missed the crossing by approximately 800 ft. This is a constant problem with the MD80. We should have called ATC and requested relief from this restr.

Title: WITH ANTI-ICE SYS REQUIRED TO BE USED, ACR CREWS OPERATING THE MD80 HAVE DIFFICULTY MEETING XING RESTR NEAR ORD.
Narrative: CHICAGO ARTCC GAVE US A XING RESTR 'CROSS 90 MI SW OF ORD AT FL240.' WE HAD ANTI-ICE ON AND COULD NOT BRING THE PWR ALL THE WAY BACK AND STILL HEAT THE WINGS. WE BROUGHT THE PWR BACK AS FAR AS WE COULD AND STILL HAVE ANTI-ICE WORKING AND PULLED THE SPD BRAKE. WE MISSED THE XING BY APPROX 800 FT. THIS IS A CONSTANT PROB WITH THE MD80. WE SHOULD HAVE CALLED ATC AND REQUESTED RELIEF FROM THIS RESTR.
