Narrative:
A passenger seated in main cabin approached the main cabin flight attendants in aft galley and offered them money to allow him to smoke in lavatory. When flight attendants refused, passenger lit a cigarette in his seat. Passenger in the area were very upset, as the passenger did not seem stable. At time of incident, we were over the atlantic. I spoke to the passenger. He agreed not to cause any more disruptions. The passenger 'passed out' or went to sleep, and we landed in ord without further incident. We were met by law enforcement, immigration and customs officials. Flight attendant #2 wanted to file a complaint. We were told, because the incident happened over international waters, it would not do any good to file a complaint.

Title: SPLIT CABIN ATTENDANT RPT, B767-300, MILAN-ORD. PAX TRIED TO BRIBE AFT CABIN ATTENDANT TO LET HIM SMOKE IN LAVATORY. INSTEAD, HE SMOKED IN HIS SEAT. POLICE, CUSTOMS MET FLT.
Narrative: A PAX SEATED IN MAIN CABIN APCHED THE MAIN CABIN FLT ATTENDANTS IN AFT GALLEY AND OFFERED THEM MONEY TO ALLOW HIM TO SMOKE IN LAVATORY. WHEN FLT ATTENDANTS REFUSED, PAX LIT A CIGARETTE IN HIS SEAT. PAX IN THE AREA WERE VERY UPSET, AS THE PAX DID NOT SEEM STABLE. AT TIME OF INCIDENT, WE WERE OVER THE ATLANTIC. I SPOKE TO THE PAX. HE AGREED NOT TO CAUSE ANY MORE DISRUPTIONS. THE PAX 'PASSED OUT' OR WENT TO SLEEP, AND WE LANDED IN ORD WITHOUT FURTHER INCIDENT. WE WERE MET BY LAW ENFORCEMENT, IMMIGRATION AND CUSTOMS OFFICIALS. FLT ATTENDANT #2 WANTED TO FILE A COMPLAINT. WE WERE TOLD, BECAUSE THE INCIDENT HAPPENED OVER INTL WATERS, IT WOULD NOT DO ANY GOOD TO FILE A COMPLAINT.
