Narrative:
We were conducting skydiving operations in a C182. There were some clouds being blown in from the moderate trade winds, but there were some VFR areas. The first tandem skydiver jumped into a large VFR hole. The second tandem skydiver also wanted to jump in the same hole. However, he had a difficult time getting his passenger to the door. Consequently, when they jumped, they went through some clouds. Instead of waiting for me to make a circle and realign the airplane with a clear VFR area, he made a bad decision. I spoke with the skydiver later and told him he could not jump and violate the FARS. He was also told to wait until the pilot gives the signal. The skydiver was finally told that another incident would ground him permanently.
