Narrative:

On downwind at buf northwest of airport, we were at 7000 ft assigned. Mooney on a photo flight was supposed to be at 6500 ft assigned. Mooney was really only 300 ft below us and crossing our path right to left. Received RA from TCASII to climb, which we did. At end of RA, we returned to 7000 ft. We ended up climbing about 1000 ft to clear the mooney. Rest of flight uneventful. WX was day, VFR. I saw mooney at about 2 mi away.
