Narrative:

From dietz intersection on a cedar creek 4 arrival, we were vectored 300 degrees, given a series of dscnts, and told to expect an ILS to runway 13R. Finally, we were given a vector to 040 degrees and a descent to 2300 ft. As the localizer dropped across the indicator, I told the first officer 'they're running us across the localizer. Verify that this is their intent.' the first officer attempted contact on both radios without a response. We now realize we were NORDO. We were in and out of cloud bases with limited visibility. I was about to initiate a right turn to intercept the runway 13R localizer to comply with the last expected clearance when we heard a frantic call to come left to 310 degrees and identify. I immediately complied with a tight turn to 310 degrees. Continued attempts by the first officer and myself to contact approach control on both radios and 133.15 and 118.1 met with only intermittent success. One of these indicated that they may be having radio lock-up problems. Shortly we were vectored to a heading of 200 degrees to intercept the runway 13R localizer. We switched to tower frequency and landed without further problems. On taxi in and at the gate, the first officer continued to attempt contact with approach again with no success. I wrote up both radios on both frequencys. All other frequencys were normal. The only other problem we could imagine was the possibility of some electronic interference such as use of a cell phone. The flight attendant had made the turn off and stow electronic devices PA at 10000 ft.

THE FO ATTEMPTED CONTACT ON BOTH RADIOS WITHOUT A RESPONSE. WE NOW REALIZE WE WERE NORDO. WE WERE IN AND OUT OF CLOUD BASES WITH LIMITED VISIBILITY. ONE OF THESE INDICATED THAT THEY MAY BE HAVING RADIO LOCK-UP PROBS. SHORTLY WE WERE VECTORED TO A HDG OF 200 DEGS TO INTERCEPT THE RWY 13R LOC. WE SWITCHED TO TWR FREQ AND LANDED WITHOUT FURTHER PROBS. ON TAXI IN AND AT THE GATE, THE FO CONTINUED TO ATTEMPT CONTACT WITH APCH AGAIN WITH NO SUCCESS. I WROTE UP BOTH RADIOS ON BOTH FREQS. ALL OTHER FREQS WERE NORMAL. THE ONLY OTHER PROB WE COULD IMAGINE WAS THE POSSIBILITY OF SOME ELECTRONIC INTERFERENCE SUCH AS USE OF A CELL PHONE. THE FLT ATTENDANT HAD MADE THE TURN OFF AND STOW ELECTRONIC DEVICES PA AT 10000 FT.
