Narrative:

Due to lack of a requirement for an aircraft to contact ATC, a VFR crossed the final approach course just outside the class D airspace. It crossed the OM at 1600 ft with another aircraft on the ILS 2 mi outside the OM. Callback conversation with reporter revealed the following information: reporter stated the VFR traffic was spotted by the IFR pilot after a TA was issued. Reporter said this type of occurrence happens about once a month. I mentioned to the reporter than an extension to the act class D might be suggested to provide airspace protection around the runway 19 OM.

Title: VFR TFC AT ACT CROSSES UNDER A C414 AT 1800 FT ON AN ILS APCH.

Narrative: DUE TO LACK OF A REQUIREMENT FOR AN ACFT TO CONTACT ATC, A VFR CROSSED THE FINAL APCH COURSE JUST OUTSIDE THE CLASS D AIRSPACE. IT CROSSED THE OM AT 1600 FT WITH ANOTHER ACFT ON THE ILS 2 MI OUTSIDE THE OM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE VFR TFC WAS SPOTTED BY THE IFR PLT AFTER A TA WAS ISSUED. RPTR SAID THIS TYPE OF OCCURRENCE HAPPENS ABOUT ONCE A MONTH. I MENTIONED TO THE RPTR THAN AN EXTENSION TO THE ACT CLASS D MIGHT BE SUGGESTED TO PROVIDE AIRSPACE PROTECTION AROUND THE RWY 19 OM.
