Narrative:
I was working the ard position combined with the ptw position at phl TRACON. We were trying to split off the position and I had 8-10 aircraft on vectors. Air carrier X was being vectored to runway 9R because the WX did not allow landing on the secondary runway. He was heading 110 degrees at 5000 ft to follow a jet working another sector. Air carrier Y was a departure from phl given direct ptw by the departure controller. They got too close because I was distraction with several arrs and departures at ttn and pne. The conflict alert drew my attention and I turned air carrier X southwest and descended him to 3000 ft and called the traffic. I then climbed air carrier Y to 6000 ft and turned him east, but he had not been switched to my frequency yet. When I unkeyed he called, for the first time, saying he had a TCASII alert and was climbing. So I repeated my instruction. Separation was then attained.

Narrative: I WAS WORKING THE ARD POS COMBINED WITH THE PTW POS AT PHL TRACON. WE WERE TRYING TO SPLIT OFF THE POS AND I HAD 8-10 ACFT ON VECTORS. ACR X WAS BEING VECTORED TO RWY 9R BECAUSE THE WX DID NOT ALLOW LNDG ON THE SECONDARY RWY. HE WAS HDG 110 DEGS AT 5000 FT TO FOLLOW A JET WORKING ANOTHER SECTOR. ACR Y WAS A DEP FROM PHL GIVEN DIRECT PTW BY THE DEP CTLR. THEY GOT TOO CLOSE BECAUSE I WAS DISTR WITH SEVERAL ARRS AND DEPS AT TTN AND PNE. THE CONFLICT ALERT DREW MY ATTN AND I TURNED ACR X SW AND DSNDED HIM TO 3000 FT AND CALLED THE TFC. I THEN CLBED ACR Y TO 6000 FT AND TURNED HIM E, BUT HE HAD NOT BEEN SWITCHED TO MY FREQ YET. WHEN I UNKEYED HE CALLED, FOR THE FIRST TIME, SAYING HE HAD A TCASII ALERT AND WAS CLBING. SO I REPEATED MY INSTRUCTION. SEPARATION WAS THEN ATTAINED.
