Narrative:

On approach, ATC put us in a crosswind position crossing over the departure end of runway 23R at cle. We thought we heard an altimeter setting of 29.94 when it really was 29.44. With the altitude at 29.94 we were 500 ft lower than where we should have been. ATC questioned us about our assigned altitude of 7000 ft and said he showed us at 6500 ft. He then pointed out traffic at 10 O'clock that was departing runway 23R and was to level at 6000 ft. We advised traffic in sight and corrected our altimeter and altitude. We then completed the approach and landed.

Title: CREW DSNDED 500 FT BELOW CLRED ALT IN CLE CLASS B AIRSPACE.

Narrative: ON APCH, ATC PUT US IN A XWIND POS XING OVER THE DEP END OF RWY 23R AT CLE. WE THOUGHT WE HEARD AN ALTIMETER SETTING OF 29.94 WHEN IT REALLY WAS 29.44. WITH THE ALT AT 29.94 WE WERE 500 FT LOWER THAN WHERE WE SHOULD HAVE BEEN. ATC QUESTIONED US ABOUT OUR ASSIGNED ALT OF 7000 FT AND SAID HE SHOWED US AT 6500 FT. HE THEN POINTED OUT TFC AT 10 O'CLOCK THAT WAS DEPARTING RWY 23R AND WAS TO LEVEL AT 6000 FT. WE ADVISED TFC IN SIGHT AND CORRECTED OUR ALTIMETER AND ALT. WE THEN COMPLETED THE APCH AND LANDED.
