Narrative:

I was the #5 flight attendant leaving mia and arriving lga. The passenger in seat Z said to me 'those 2 women are drinking from beer cans.' the passenger in seat Z pointed to the 2 women in seats X and Y. The 2 females seated in X and Y later gave me their names. I asked these 2 women the following question: 'are either of you drinking beer?' their response was 'no.' I then asked, 'did you bring your own alcohol on board the aircraft?' again, their response was 'no.' I said to them, 'good, because it is against regulations for you to be serving yourselves alcohol on board an aircraft.' at this time I did smell the odor of beer in the immediate surroundings of seats X and Y, but the odor was so strong that I could not pinpoint the exact location of the beer cans. I noticed that both women exhibited behaviors common to those under the influence of alcohol, for example, slurred speech and loss of motor control. Once I was able to leave my jump seat for the service, I instructed all of the other crew members with the following advice, 'I think that the passenger in X and Y may have brought their own alcohol on board and a passenger has told me that these 2 women were drinking alcohol out of beer cans they brought on board themselves. I don't think that we should serve these 2 women any drinks, because they are sitting in an exit row and I want to be on the safe side.' all the flight attendants in main cabin and first class were notified of the situation. During the meal service, the passenger in X and Y asked for beer repeatedly. Flight attendant #4 told these 2 passenger that they would not be served alcohol. These 2 passenger tried to get alcohol from the flight attendants in first class also. They were interfering with our duties, as well as the meal service. I responded to a passenger call light in the vicinity of the passenger in X and Y. The suspected intoxicated individuals used this opportunity to call me over to their row. They asked me why we would not serve them alcohol. I responded with the following statements: 'our airline is responsible for the safety of its passenger and it would be unsafe to serve you alcohol when you are sitting in an exit row, and you are seemingly already under the influence of alcohol.' they thought they could get me to ignore the safety issues involved with serving them alcohol by telling me a sad story about how horrible the last few days had been for them. I told them that I still could not serve them alcohol. When all of their attempts to get alcohol from me failed, they became more angry and even abusive. At this point the passenger in X and Y began trying to intimidate me. They made threats about me losing my job because I wouldn't serve them alcohol. They said that they were special customers who had been escorted to the aircraft by someone named mr uu who worked for our airlines. (Mr uu is probably a passenger service agent in miami.) they were too intoxicated to remember his last name though. The passenger in X actually grabbed my shirt and tie and pulled me down towards her face in order to tell me that I was an 'idiot,' along with some other foul remarks. They were yelling at the top of their voices and other passenger were visibly shaken and disturbed by the conduct of the passenger in seat X and Y. I walked to the service kit and pulled out the passenger report. I read them the notice located at the bottom of the form and I began to fill it out. They continued to make threats about me losing my job, so I went into the first class galley to fill out the rest of the form. I finished the form, and walked back to row X. I asked these 2 disruptive passenger to move to an open seat that was not an exit row. They put up a fuss, and I explained to them a second time that people under the influence of alcohol cannot situation in an exit row. I succeeded in getting them to move to seats that were not in the exit rows. The intoxicated passenger named xx seat X tried to rip the form out of my hands. She only succeeded in ripping the form along the perforation lines. I was trying to explain to them what this form meant and what would happen as a result of their actions on the aircraft, but they continually threatened my job and made insulting remarks about my iq, my heritage and my level of maturity. I decided it would be best to give them a copy of the form and wait for passenger service and the airline security to meet the flight in lga. When leaving the aircraft, X told me and I quote, 'you are a putz and I hope that you get over your inferiority complex.' these 2 passenger were met by tt, the airline security. I let them tell their story to tt, but before I left these 2 passenger in tt's custody, I heard X and Y admit to tt that they had brought beer on board the aircraft and that they were drinking the beer on board the aircraft.

THE PAX IN SEAT Z POINTED TO THE 2 WOMEN IN SEATS X AND Y. THE 2 FEMALES SEATED IN X AND Y LATER GAVE ME THEIR NAMES. I ASKED THESE 2 WOMEN THE FOLLOWING QUESTION: 'ARE EITHER OF YOU DRINKING BEER?' THEIR RESPONSE WAS 'NO.' I THEN ASKED, 'DID YOU BRING YOUR OWN ALCOHOL ON BOARD THE ACFT?' AGAIN, THEIR RESPONSE WAS 'NO.' I SAID TO THEM, 'GOOD, BECAUSE IT IS AGAINST REGS FOR YOU TO BE SERVING YOURSELVES ALCOHOL ON BOARD AN ACFT.' AT THIS TIME I DID SMELL THE ODOR OF BEER IN THE IMMEDIATE SURROUNDINGS OF SEATS X AND Y, BUT THE ODOR WAS SO STRONG THAT I COULD NOT PINPOINT THE EXACT LOCATION OF THE BEER CANS. ONCE I WAS ABLE TO LEAVE MY JUMP SEAT FOR THE SVC, I INSTRUCTED ALL OF THE OTHER CREW MEMBERS WITH THE FOLLOWING ADVICE, 'I THINK THAT THE PAX IN X AND Y MAY HAVE BROUGHT THEIR OWN ALCOHOL ON BOARD AND A PAX HAS TOLD ME THAT THESE 2 WOMEN WERE DRINKING ALCOHOL OUT OF BEER CANS THEY BROUGHT ON BOARD THEMSELVES. I DON'T THINK THAT WE SHOULD SERVE THESE 2 WOMEN ANY DRINKS, BECAUSE THEY ARE SITTING IN AN EXIT ROW AND I WANT TO BE ON THE SAFE SIDE.' ALL THE FLT ATTENDANTS IN MAIN CABIN AND FIRST CLASS WERE NOTIFIED OF THE SIT. DURING THE MEAL SVC, THE PAX IN X AND Y ASKED FOR BEER REPEATEDLY. FLT ATTENDANT #4 TOLD THESE 2 PAX THAT THEY WOULD NOT BE SERVED ALCOHOL. THESE 2 PAX TRIED TO GET ALCOHOL FROM THE FLT ATTENDANTS IN FIRST CLASS ALSO. THEY WERE INTERFERING WITH OUR DUTIES, AS WELL AS THE MEAL SVC. I RESPONDED TO A PAX CALL LIGHT IN THE VICINITY OF THE PAX IN X AND Y. THE SUSPECTED INTOXICATED INDIVIDUALS USED THIS OPPORTUNITY TO CALL ME OVER TO THEIR ROW. THEY ASKED ME WHY WE WOULD NOT SERVE THEM ALCOHOL. I RESPONDED WITH THE FOLLOWING STATEMENTS: 'OUR AIRLINE IS RESPONSIBLE FOR THE SAFETY OF ITS PAX AND IT WOULD BE UNSAFE TO SERVE YOU ALCOHOL WHEN YOU ARE SITTING IN AN EXIT ROW, AND YOU ARE SEEMINGLY ALREADY UNDER THE INFLUENCE OF ALCOHOL.' THEY THOUGHT THEY COULD GET ME TO IGNORE THE SAFETY ISSUES INVOLVED WITH SERVING THEM ALCOHOL BY TELLING ME A SAD STORY ABOUT HOW HORRIBLE THE LAST FEW DAYS HAD BEEN FOR THEM. I TOLD THEM THAT I STILL COULD NOT SERVE THEM ALCOHOL. WHEN ALL OF THEIR ATTEMPTS TO GET ALCOHOL FROM ME FAILED, THEY BECAME MORE ANGRY AND EVEN ABUSIVE. AT THIS POINT THE PAX IN X AND Y BEGAN TRYING TO INTIMIDATE ME. THEY MADE THREATS ABOUT ME LOSING MY JOB BECAUSE I WOULDN'T SERVE THEM ALCOHOL. THEY SAID THAT THEY WERE SPECIAL CUSTOMERS WHO HAD BEEN ESCORTED TO THE ACFT BY SOMEONE NAMED MR UU WHO WORKED FOR OUR AIRLINES. (MR UU IS PROBABLY A PAX SVC AGENT IN MIAMI.) THEY WERE TOO INTOXICATED TO REMEMBER HIS LAST NAME THOUGH. THE PAX IN X ACTUALLY GRABBED MY SHIRT AND TIE AND PULLED ME DOWN TOWARDS HER FACE IN ORDER TO TELL ME THAT I WAS AN 'IDIOT,' ALONG WITH SOME OTHER FOUL REMARKS. THEY WERE YELLING AT THE TOP OF THEIR VOICES AND OTHER PAX WERE VISIBLY SHAKEN AND DISTURBED BY THE CONDUCT OF THE PAX IN SEAT X AND Y. I WALKED TO THE SVC KIT AND PULLED OUT THE PAX RPT. I READ THEM THE NOTICE LOCATED AT THE BOTTOM OF THE FORM AND I BEGAN TO FILL IT OUT. THEY CONTINUED TO MAKE THREATS ABOUT ME LOSING MY JOB, SO I WENT INTO THE FIRST CLASS GALLEY TO FILL OUT THE REST OF THE FORM. I FINISHED THE FORM, AND WALKED BACK TO ROW X. I ASKED THESE 2 DISRUPTIVE PAX TO MOVE TO AN OPEN SEAT THAT WAS NOT AN EXIT ROW. THEY PUT UP A FUSS, AND I EXPLAINED TO THEM A SECOND TIME THAT PEOPLE UNDER THE INFLUENCE OF ALCOHOL CANNOT SIT IN AN EXIT ROW. I SUCCEEDED IN GETTING THEM TO MOVE TO SEATS THAT WERE NOT IN THE EXIT ROWS. THE INTOXICATED PAX NAMED XX SEAT X TRIED TO RIP THE FORM OUT OF MY HANDS. SHE ONLY SUCCEEDED IN RIPPING THE FORM ALONG THE PERFORATION LINES. I WAS TRYING TO EXPLAIN TO THEM WHAT THIS FORM MEANT AND WHAT WOULD HAPPEN AS A RESULT OF THEIR ACTIONS ON THE ACFT, BUT THEY CONTINUALLY THREATENED MY JOB AND MADE INSULTING REMARKS ABOUT MY IQ, MY HERITAGE AND MY LEVEL OF MATURITY. I DECIDED IT WOULD BE BEST TO GIVE THEM A COPY OF THE FORM AND WAIT FOR PAX SVC AND THE AIRLINE SECURITY TO MEET THE FLT IN LGA. WHEN LEAVING THE ACFT, X TOLD ME AND I QUOTE, 'YOU ARE A PUTZ AND I HOPE THAT YOU GET OVER YOUR INFERIORITY COMPLEX.' THESE 2 PAX WERE MET BY TT, THE AIRLINE SECURITY. I LET THEM TELL THEIR STORY TO TT, BUT BEFORE I LEFT THESE 2 PAX IN TT'S CUSTODY, I HEARD X AND Y ADMIT TO TT THAT THEY HAD BROUGHT BEER ON BOARD THE ACFT AND THAT THEY WERE DRINKING THE BEER ON BOARD THE ACFT.
