Narrative:

I was conducting a complete chkout with a certificated private pilot/instrument rated. This was my third flight with him all in the PA28-R201 over the last 2 months. He had approximately 8 or 9 hours of complex training by another CFI prior to his training with me. (The flight school requires 10 hours of complex time.) in this flight, he and I were working on emergency procedures -- emergency gear extension at altitude, emergency simulated engine out to a landing in a field, low approach only to go around. The events leading to the gear-up landing occurred while practicing a simulated engine out to landing in traffic pattern. After he turned from 45 degrees to midfield downwind, I reduced the power to idle and informed him of the emergency simulation and instructed him to attempt to make the landing. The automatic gear override was engaged to prevent a premature dropping of the gear. He was handling the situation well -- turned base abeam the landing threshold and immediately began bringing flaps to full. I questioned him why he put the flaps to full prior to making the field. He began to argue with me that flaps were appropriate and he had the field made. I decided not to continue and decided to discuss it on the ground. There was an unidented aircraft that called at 2 mi inbound on the localizer runway 14 approach. Student asked me if we should be concerned of the localizer traffic. I told him no, they are 2 mi out and we are already on a tight base ready to turn to short final. He asked if he should land. I told him if he has the field made to make the landing. He acknowledged my request. I suggested to make a final gump check and I believed I saw him go through the gump procedure. I did not hear the gear warning horn nor was I physically able to see the landing gear lights from the right seat. His hand on the power quadrant, I now realize, blocks the view from the right seat. We were making what appeared to be a beautiful approach to a landing. Upon touching down I realized the gear was up but it was too late. The plane stopped after a short skid on the runway. I asked student if he was ok and did an emergency shutdown.

Title: A PA28-201 TRAINING FLT ENDS ON A GEAR-UP LNDG AT A NON TWR ARPT AT BLM, NJ.

IN THIS FLT, HE AND I WERE WORKING ON EMER PROCS -- EMER GEAR EXTENSION AT ALT, EMER SIMULATED ENG OUT TO A LNDG IN A FIELD, LOW APCH ONLY TO GAR. THE EVENTS LEADING TO THE GEAR-UP LNDG OCCURRED WHILE PRACTICING A SIMULATED ENG OUT TO LNDG IN TFC PATTERN. AFTER HE TURNED FROM 45 DEGS TO MIDFIELD DOWNWIND, I REDUCED THE PWR TO IDLE AND INFORMED HIM OF THE EMER SIMULATION AND INSTRUCTED HIM TO ATTEMPT TO MAKE THE LNDG. THE AUTOMATIC GEAR OVERRIDE WAS ENGAGED TO PREVENT A PREMATURE DROPPING OF THE GEAR. HE WAS HANDLING THE SIT WELL -- TURNED BASE ABEAM THE LNDG THRESHOLD AND IMMEDIATELY BEGAN BRINGING FLAPS TO FULL. I QUESTIONED HIM WHY HE PUT THE FLAPS TO FULL PRIOR TO MAKING THE FIELD. HE BEGAN TO ARGUE WITH ME THAT FLAPS WERE APPROPRIATE AND HE HAD THE FIELD MADE. I DECIDED NOT TO CONTINUE AND DECIDED TO DISCUSS IT ON THE GND. THERE WAS AN UNIDENTED ACFT THAT CALLED AT 2 MI INBOUND ON THE LOC RWY 14 APCH. STUDENT ASKED ME IF WE SHOULD BE CONCERNED OF THE LOC TFC. I TOLD HIM NO, THEY ARE 2 MI OUT AND WE ARE ALREADY ON A TIGHT BASE READY TO TURN TO SHORT FINAL. HE ASKED IF HE SHOULD LAND. I TOLD HIM IF HE HAS THE FIELD MADE TO MAKE THE LNDG. HE ACKNOWLEDGED MY REQUEST. I SUGGESTED TO MAKE A FINAL GUMP CHK AND I BELIEVED I SAW HIM GO THROUGH THE GUMP PROC. I DID NOT HEAR THE GEAR WARNING HORN NOR WAS I PHYSICALLY ABLE TO SEE THE LNDG GEAR LIGHTS FROM THE R SEAT. HIS HAND ON THE PWR QUADRANT, I NOW REALIZE, BLOCKS THE VIEW FROM THE R SEAT. WE WERE MAKING WHAT APPEARED TO BE A BEAUTIFUL APCH TO A LNDG. UPON TOUCHING DOWN I REALIZED THE GEAR WAS UP BUT IT WAS TOO LATE. THE PLANE STOPPED AFTER A SHORT SKID ON THE RWY. I ASKED STUDENT IF HE WAS OK AND DID AN EMER SHUTDOWN.
