Narrative:

Contacted bfi tower on 118.3 2 mi north of 520 bridge. Bfi controller instructed me to report seward park. Seward park is usually a long base to final for runway 31R. When I reported seward park, I was instructed and cleared to land on runway 31R. I turned base and found myself avoiding an airplane that had been towing a banner over safeco field. Controller knew there was a banner tower off safeco field. I did not hear 1 radio transmission between controllers and banner tower. Since there was an airplane towing a banner, a safer approach to bfi would have been over elliot bay instead of seward park. This would have been possible because of very light traffic. When banner tower returns to renton, they shouldn't fly over bfi downwind at pattern altitude. Over seward park, controller should have informed me of traffic conflict.

Title: NMAC. PLT OF A C172 TOOK EVASIVE ACTION TO AVOID A BANNER TOWING ACFT DURING BASE LEG 1 MI FROM THE RWY. NO TA ISSUED FROM THE TWR CTLR.

Narrative: CONTACTED BFI TWR ON 118.3 2 MI N OF 520 BRIDGE. BFI CTLR INSTRUCTED ME TO RPT SEWARD PARK. SEWARD PARK IS USUALLY A LONG BASE TO FINAL FOR RWY 31R. WHEN I RPTED SEWARD PARK, I WAS INSTRUCTED AND CLRED TO LAND ON RWY 31R. I TURNED BASE AND FOUND MYSELF AVOIDING AN AIRPLANE THAT HAD BEEN TOWING A BANNER OVER SAFECO FIELD. CTLR KNEW THERE WAS A BANNER TOWER OFF SAFECO FIELD. I DID NOT HEAR 1 RADIO XMISSION BTWN CTLRS AND BANNER TOWER. SINCE THERE WAS AN AIRPLANE TOWING A BANNER, A SAFER APCH TO BFI WOULD HAVE BEEN OVER ELLIOT BAY INSTEAD OF SEWARD PARK. THIS WOULD HAVE BEEN POSSIBLE BECAUSE OF VERY LIGHT TFC. WHEN BANNER TOWER RETURNS TO RENTON, THEY SHOULDN'T FLY OVER BFI DOWNWIND AT PATTERN ALT. OVER SEWARD PARK, CTLR SHOULD HAVE INFORMED ME OF TFC CONFLICT.
