Narrative:
I contacted cgx (meigs) tower on 121.3. When 10 mi sse, requested and received clearance to transition class D airspace northbound. I was told to report 5 mi out. At 5 mi sse, I attempted to report my position but was unable due to the controller giving an IFR clearance and taxi instructions to an aircraft. A second aircraft on the ground also received taxi instructions and was discussing the current ATIS information with the local controller. (Both these conversations took place on the tower frequency instead of on ground control frequency. Both aircraft were taxiing for takeoff.) since the frequency was being utilized for a couple of mins, I was unable to report as requested. When I was able to use the frequency, I was about 3 mi sse. I was informed by the controller in a polite and indirect manner that I failed to report as requested. Concerning safety, had the controller been using my position report for traffic separation a conflict may have resulted. Use of the tower frequency should be limited to its intended purpose only or xmissions be brief to avoid monopolizing the frequency.

Title: PVT PLT OF A PIPER PA28 WAS UNABLE TO RPT 5 MI OUT AS REQUESTED BY TWR CTLR DUE TO FREQ CONGESTION.
Narrative: I CONTACTED CGX (MEIGS) TWR ON 121.3. WHEN 10 MI SSE, REQUESTED AND RECEIVED CLRNC TO TRANSITION CLASS D AIRSPACE NBOUND. I WAS TOLD TO RPT 5 MI OUT. AT 5 MI SSE, I ATTEMPTED TO RPT MY POS BUT WAS UNABLE DUE TO THE CTLR GIVING AN IFR CLRNC AND TAXI INSTRUCTIONS TO AN ACFT. A SECOND ACFT ON THE GND ALSO RECEIVED TAXI INSTRUCTIONS AND WAS DISCUSSING THE CURRENT ATIS INFO WITH THE LCL CTLR. (BOTH THESE CONVERSATIONS TOOK PLACE ON THE TWR FREQ INSTEAD OF ON GND CTL FREQ. BOTH ACFT WERE TAXIING FOR TKOF.) SINCE THE FREQ WAS BEING UTILIZED FOR A COUPLE OF MINS, I WAS UNABLE TO RPT AS REQUESTED. WHEN I WAS ABLE TO USE THE FREQ, I WAS ABOUT 3 MI SSE. I WAS INFORMED BY THE CTLR IN A POLITE AND INDIRECT MANNER THAT I FAILED TO RPT AS REQUESTED. CONCERNING SAFETY, HAD THE CTLR BEEN USING MY POS RPT FOR TFC SEPARATION A CONFLICT MAY HAVE RESULTED. USE OF THE TWR FREQ SHOULD BE LIMITED TO ITS INTENDED PURPOSE ONLY OR XMISSIONS BE BRIEF TO AVOID MONOPOLIZING THE FREQ.
