Narrative:
After departing hampton roads airport, we proceeded north to return to langley AFB. We leveled off at 1500 ft MSL to remain in VMC. The ceiling and visibility were approximately 2500 ft AGL, 10 mi. We remained west of I-664 to stay clear of norfolk class C airspace. An aircraft was climbing out from chambers field and tracked across our windscreen to the west. When I noticed the E-2 turning toward us, I advised the student to turn right and descend slightly. The E-2 flew above and to the left of us approximately 700 ft. The E-2 continued turning to the south without making any changes to heading or altitude.
