Narrative:
This event seems like a non event. Degree divergence was established and proper separation minima can be proved with an investigation. These 2 aircraft got close on departure and one was on a practice approach. But, with a heads up attitude, the radar controller established good separation. Where the problem arises in this incident was on departure of the citation. He was a small departing from an intersection with a wake turbulence hold behind a small plus on a touch-and-go. I witnessed the local controller solicit a wake turbulence waiver from an intersection, after informing the pilot at that position there was a hold.

Title: ATCT LCL CTLR ASKED FLC OF A CPR CESSNA CITATION IF THEY WANTED TO WAIVE THE REQUIRED HOLD FOR WAKE TURB AT A RWY INTXN AFTER A DEPARTING LEAR JET. THEY DID AND TOOK OFF.
Narrative: THIS EVENT SEEMS LIKE A NON EVENT. DEG DIVERGENCE WAS ESTABLISHED AND PROPER SEPARATION MINIMA CAN BE PROVED WITH AN INVESTIGATION. THESE 2 ACFT GOT CLOSE ON DEP AND ONE WAS ON A PRACTICE APCH. BUT, WITH A HEADS UP ATTITUDE, THE RADAR CTLR ESTABLISHED GOOD SEPARATION. WHERE THE PROB ARISES IN THIS INCIDENT WAS ON DEP OF THE CITATION. HE WAS A SMALL DEPARTING FROM AN INTXN WITH A WAKE TURB HOLD BEHIND A SMALL PLUS ON A TOUCH-AND-GO. I WITNESSED THE LCL CTLR SOLICIT A WAKE TURB WAIVER FROM AN INTXN, AFTER INFORMING THE PLT AT THAT POS THERE WAS A HOLD.
