Narrative:
Very busy. Complex feeds into rbv with other traffic and crossing traffic. I descended the air carrier to 17000 ft and had given to private jet a crossing restr at FL190. I thought they would be separated. I got busy with other things, especially inputs on our dsr equipment, and then noticed the aircraft was slow to descend and conflict alert activated. At this point, I asked the air carrier aircraft to expedite, but he couldn't do it in time. I believe that the failure of the air carrier aircraft to descend at a standard rate of descent, not being used to new equipment, and high traffic volume/complexity were the 3 factors that led to this occurrence.
Original NASA ASRS Text
Title: AFTER ARTCC CTLR HAD ISSUED DSCNT INSTRUCTIONS TO AN ACR CANADAIR REGIONAL JET AND A CPR CITATION 550 BELIEVING THAT THEIR CLRNCS WOULD PROVIDE LEGAL SEPARATION, CONFLICT ALERT WENT OFF. THE CL65 HAD DSNDED MUCH SLOWER THAN EXPECTED CAUSING THE POTENTIAL CONFLICT.
Narrative: VERY BUSY. COMPLEX FEEDS INTO RBV WITH OTHER TFC AND XING TFC. I DSNDED THE ACR TO 17000 FT AND HAD GIVEN TO PVT JET A XING RESTR AT FL190. I THOUGHT THEY WOULD BE SEPARATED. I GOT BUSY WITH OTHER THINGS, ESPECIALLY INPUTS ON OUR DSR EQUIP, AND THEN NOTICED THE ACFT WAS SLOW TO DSND AND CONFLICT ALERT ACTIVATED. AT THIS POINT, I ASKED THE ACR ACFT TO EXPEDITE, BUT HE COULDN'T DO IT IN TIME. I BELIEVE THAT THE FAILURE OF THE ACR ACFT TO DSND AT A STANDARD RATE OF DSCNT, NOT BEING USED TO NEW EQUIP, AND HIGH TFC VOLUME/COMPLEXITY WERE THE 3 FACTORS THAT LED TO THIS OCCURRENCE.
