Narrative:

While taxing and obtaining flight following squawk, I was ordered to 'go to 2 and come up on 121.65.' I did so. Afterwards ATC said that I had not been cleared to cross runway 7 for runway 2. We disagree. Possibly the tape will show x-talk, stepped on xmissions, or misstatements by controller or pilot. I surely heard what I heard. I was in a long line of biz-jets and was #1 for the runway without the squawk. I was ordered to move to the next runway to clear runway 7 for takeoffs, while I waited for norfolk departure to assign a squawk.

I WAS IN A LONG LINE OF BIZ-JETS AND WAS #1 FOR THE RWY WITHOUT THE SQUAWK. I WAS ORDERED TO MOVE TO THE NEXT RWY TO CLR RWY 7 FOR TKOFS, WHILE I WAITED FOR NORFOLK DEP TO ASSIGN A SQUAWK.
