Narrative:
Contacting ground control at the ramp and intersection V1, we were instructed to taxi to runway 28C intersection taxiway P via txwys V, east, P and then given a frequency change. The new controller issued the same instructions and we acknowledged them. Reaching runway 28C at taxiway P we switched to the tower frequency and was immediately given a clearance to taxi into position and hold. While acknowledging the clearance, we noticed another aircraft taxiing onto the runway down-field. Immediately I told the IOE captain to wait. I called the controller back to verify our clearance to which she replied affirmative, taxi into position and hold. I responded there was an aircraft on the runway to which she replied, the aircraft was on another runway. During the conversation, the aircraft had passed us on his takeoff roll. I then told the controller that an aircraft had just taken off in front of us to which she replied her ground control radar was out and she didn't know where we were, then asked, 'where are you?' I replied I was holding short of runway 28C at taxiway P. She asked, why? I replied that's where the ground controller had cleared us. She then asked if we had crossed the hold short line to which I replied no. (We hadn't). She then told us to taxi full length runway 28C position and hold. I believe the problem arose because 2 different ground controllers handled our flight without passing the correct information to the local controller. In addition, the local controller had no idea where we were on the airport yet gave us instructions to taxi onto an active runway. Contributing factors were nighttime, rainy conditions with inoperative ground radar.

Title: B737 CREW AT PIT WAS CLRED INTO POS AND HOLD RWY 28C WHILE AN ACFT AT THE APCH END WAS TAKING OFF.
Narrative: CONTACTING GND CTL AT THE RAMP AND INTXN V1, WE WERE INSTRUCTED TO TAXI TO RWY 28C INTXN TXWY P VIA TXWYS V, E, P AND THEN GIVEN A FREQ CHANGE. THE NEW CTLR ISSUED THE SAME INSTRUCTIONS AND WE ACKNOWLEDGED THEM. REACHING RWY 28C AT TXWY P WE SWITCHED TO THE TWR FREQ AND WAS IMMEDIATELY GIVEN A CLRNC TO TAXI INTO POS AND HOLD. WHILE ACKNOWLEDGING THE CLRNC, WE NOTICED ANOTHER ACFT TAXIING ONTO THE RWY DOWN-FIELD. IMMEDIATELY I TOLD THE IOE CAPT TO WAIT. I CALLED THE CTLR BACK TO VERIFY OUR CLRNC TO WHICH SHE REPLIED AFFIRMATIVE, TAXI INTO POS AND HOLD. I RESPONDED THERE WAS AN ACFT ON THE RWY TO WHICH SHE REPLIED, THE ACFT WAS ON ANOTHER RWY. DURING THE CONVERSATION, THE ACFT HAD PASSED US ON HIS TKOF ROLL. I THEN TOLD THE CTLR THAT AN ACFT HAD JUST TAKEN OFF IN FRONT OF US TO WHICH SHE REPLIED HER GND CTL RADAR WAS OUT AND SHE DIDN'T KNOW WHERE WE WERE, THEN ASKED, 'WHERE ARE YOU?' I REPLIED I WAS HOLDING SHORT OF RWY 28C AT TXWY P. SHE ASKED, WHY? I REPLIED THAT'S WHERE THE GND CTLR HAD CLRED US. SHE THEN ASKED IF WE HAD CROSSED THE HOLD SHORT LINE TO WHICH I REPLIED NO. (WE HADN'T). SHE THEN TOLD US TO TAXI FULL LENGTH RWY 28C POS AND HOLD. I BELIEVE THE PROB AROSE BECAUSE 2 DIFFERENT GND CTLRS HANDLED OUR FLT WITHOUT PASSING THE CORRECT INFO TO THE LCL CTLR. IN ADDITION, THE LCL CTLR HAD NO IDEA WHERE WE WERE ON THE ARPT YET GAVE US INSTRUCTIONS TO TAXI ONTO AN ACTIVE RWY. CONTRIBUTING FACTORS WERE NIGHTTIME, RAINY CONDITIONS WITH INOP GND RADAR.
