Narrative:
Please see pasco tri-cities airport diagram. Notice the position of the ramps and terminal areas. Aircraft landing runway 30 to the terminal cannot use taxiway a (usually) and the next taxiway is F -- way down at the far end. ATC taxies via runway 21L or runway 21R routinely and pilots now expect it. The problem is, pilots are turning off on active runways as if they were txwys. This is happening with GA and atx's. Management has been advised and working on the situation, but I believe that a deeper problem exists. Pilots must understand the danger of turning onto an active runway, or any runway for that matter.
