Narrative:

Aircraft APU inoperative. After jetbridge pulled, guide man cleared me to release brakes and start left and right engine. After right engine started, aircraft started rolling forward. Guide man yelled 'brakes' while I was monitoring engine start. I applied brakes, then heard guide man request both engines be shut down, which we immediately did. Guide man informed me that right engine had ingested some FOD from tug parked in front of engine. Tug was attached to start cart and positioned inside red markings on ramp showing engine danger area. Engine inspected by maintenance and no damage found. Tug driver stated he could not hold the brakes after right engine was started.
