Narrative:
I was working the handoff position and all the frequencys in the TRACON went weak, lots of bleed-over, or simply quit working. Airways facilities was advised (response was lots of solar activity going on). Earlier in the shift, I was working departure, and airways facilities decided to test a frequency that was logged OTS without notifying any ATC personnel.

Title: CTLR AT CLE APCH EXPERIENCES WEAK, BLEED-OVER, AND LOSS OF FREQS WHILE WORKING.
Narrative: I WAS WORKING THE HDOF POS AND ALL THE FREQS IN THE TRACON WENT WEAK, LOTS OF BLEED-OVER, OR SIMPLY QUIT WORKING. AIRWAYS FACILITIES WAS ADVISED (RESPONSE WAS LOTS OF SOLAR ACTIVITY GOING ON).
