Narrative:
Air carrier X called to taxi to high power runup area from the cargo ramp. I asked if he could make a 180 degree turn on the ramp to exit out at taxiway J1. He said that they could do that. I continued to work the other traffic I had and got back to air carrier X when I could. I then taxied air carrier X to taxiway G and taxiway H area and informed him that there was a JS32 there and to have his tail facing appropriately. Some time later, the B727 appeared to have pwred up all 3 engines and moved the twin and may have caused some damage to a helicopter. I tried to get the aircraft to power down but he could not hear me. One of the JS32's moved to get air carrier X's attention and after that the B727 engines pwred down to where the individual could then hear me. I told him not to do his runup facing in that direction and that he blew one aircraft around and that they (air carrier X) could expect some phone calls. What I think should be done is to have the people that are doing the runups inform ground control before they start and get permission first.

Title: B727 CREW AT RDU TAXI TO A HIGH PWR RUNUP AREA AND, DURING THE RUNUP, CAUSED A PROB TO ACFT NEARBY.
Narrative: ACR X CALLED TO TAXI TO HIGH PWR RUNUP AREA FROM THE CARGO RAMP. I ASKED IF HE COULD MAKE A 180 DEG TURN ON THE RAMP TO EXIT OUT AT TXWY J1. HE SAID THAT THEY COULD DO THAT. I CONTINUED TO WORK THE OTHER TFC I HAD AND GOT BACK TO ACR X WHEN I COULD. I THEN TAXIED ACR X TO TXWY G AND TXWY H AREA AND INFORMED HIM THAT THERE WAS A JS32 THERE AND TO HAVE HIS TAIL FACING APPROPRIATELY. SOME TIME LATER, THE B727 APPEARED TO HAVE PWRED UP ALL 3 ENGS AND MOVED THE TWIN AND MAY HAVE CAUSED SOME DAMAGE TO A HELI. I TRIED TO GET THE ACFT TO PWR DOWN BUT HE COULD NOT HEAR ME. ONE OF THE JS32'S MOVED TO GET ACR X'S ATTN AND AFTER THAT THE B727 ENGS PWRED DOWN TO WHERE THE INDIVIDUAL COULD THEN HEAR ME. I TOLD HIM NOT TO DO HIS RUNUP FACING IN THAT DIRECTION AND THAT HE BLEW ONE ACFT AROUND AND THAT THEY (ACR X) COULD EXPECT SOME PHONE CALLS. WHAT I THINK SHOULD BE DONE IS TO HAVE THE PEOPLE THAT ARE DOING THE RUNUPS INFORM GND CTL BEFORE THEY START AND GET PERMISSION FIRST.
