Narrative:
May/xa/00, ZTL/inadequate staffing. 'Mgm' sector and 'mxf' sectors were combined with 1 radar controller working by himself. A trainee was sent to work the 'D' side. When brought to the attention of the supervisor that the trainee was not certified on 'mxf' sector, the supervisor utilized the trainee by moving the trainee to plug-in with the radar controller and continue to do the 'D' side functions. When challenged as to the legality and safety of the 'move,' I was told to worry about my own sector. It was none of my business. I notified the quality assurance office on my next break who called the area manager. I don't have any idea how or if the situation was addressed. Our staffing is approaching 'critical' if not already there (regardless of what numbers management uses).

Title: ARTCC RADAR CTLR COMPLAINT ABOUT LACK OF SUFFICIENT STAFFING CAUSING AN UNCERTIFIED DEVELOPMENTAL CTLR ASSIGNED TO A CERTIFIED 'D' POS.
Narrative: MAY/XA/00, ZTL/INADEQUATE STAFFING. 'MGM' SECTOR AND 'MXF' SECTORS WERE COMBINED WITH 1 RADAR CTLR WORKING BY HIMSELF. A TRAINEE WAS SENT TO WORK THE 'D' SIDE. WHEN BROUGHT TO THE ATTN OF THE SUPVR THAT THE TRAINEE WAS NOT CERTIFIED ON 'MXF' SECTOR, THE SUPVR UTILIZED THE TRAINEE BY MOVING THE TRAINEE TO PLUG-IN WITH THE RADAR CTLR AND CONTINUE TO DO THE 'D' SIDE FUNCTIONS. WHEN CHALLENGED AS TO THE LEGALITY AND SAFETY OF THE 'MOVE,' I WAS TOLD TO WORRY ABOUT MY OWN SECTOR. IT WAS NONE OF MY BUSINESS. I NOTIFIED THE QUALITY ASSURANCE OFFICE ON MY NEXT BREAK WHO CALLED THE AREA MGR. I DON'T HAVE ANY IDEA HOW OR IF THE SIT WAS ADDRESSED. OUR STAFFING IS APCHING 'CRITICAL' IF NOT ALREADY THERE (REGARDLESS OF WHAT NUMBERS MGMNT USES).
