Narrative:
WX was impacting the arrival routes into msp. A plan was formulated to take all the msp arrs over the GEP3 arrival. When a majority of the airplanes were in the sector or on the boundaries, msp approach called for a change in runways, creating delays in excess of 10 mins for the first arrs. Due to volume, WX, and ride conditions this made for a very unsafe condition.

Title: WX SURROUNDING THE MSP ARPT CAUSED ATC TO FORMULATE PLAN TO RTE ALL TFC OVER ONE ARR RTE. HOWEVER, APCH CTL CHANGED RWYS CAUSING THE PLAN TO CAUSE TFC DELAYS DUE TO VOLUME, WX AND ROUGH RIDE DUE TO TURB.
Narrative: WX WAS IMPACTING THE ARR ROUTES INTO MSP. A PLAN WAS FORMULATED TO TAKE ALL THE MSP ARRS OVER THE GEP3 ARR. WHEN A MAJORITY OF THE AIRPLANES WERE IN THE SECTOR OR ON THE BOUNDARIES, MSP APCH CALLED FOR A CHANGE IN RWYS, CREATING DELAYS IN EXCESS OF 10 MINS FOR THE FIRST ARRS. DUE TO VOLUME, WX, AND RIDE CONDITIONS THIS MADE FOR A VERY UNSAFE CONDITION.
