Narrative:
On ILS runway 23, breaking out, I canceled IFR with dulles center, changed to 123.0 unicom (CTAF) and reported inbound on the ILS. Asked for TA's, then announced intent to land (3 calls). After third call, an aircraft reported it was taking the runway (runway 5) for takeoff -- no other response prior to this. I called again. Pilot said he would depart immediately and make an immediate right turnout. He departed and turned right when I was about 1/2 mi, short final runway 23. After an otherwise uneventful landing, while taxiing off the runway, someone called to say the active runway was runway 5. No real problem, as the other pilot and I worked things out, but there was a plane on the runway (runway 5) when I was on final (approximately 1 mi out, runway 23) for landing. If CTAF had answered with an advisory or the other aircraft had announced before taking the runway, I would have circled to land. WX was ceiling 2500 ft and visibility better than 6 mi.

NO REAL PROB, AS THE OTHER PLT AND I WORKED THINGS OUT, BUT THERE WAS A PLANE ON THE RWY (RWY 5) WHEN I WAS ON FINAL (APPROX 1 MI OUT, RWY 23) FOR LNDG. IF CTAF HAD ANSWERED WITH AN ADVISORY OR THE OTHER ACFT HAD ANNOUNCED BEFORE TAKING THE RWY, I WOULD HAVE CIRCLED TO LAND. WX WAS CEILING 2500 FT AND VISIBILITY BETTER THAN 6 MI.
