Narrative:
At approximately the 230 degrees/037 DME (yyc-calgary), VOR we were asked why we were not at or below 14000 ft. We were cleared the opale arrival upon intercepting the 230 degree radial and pilot's discretion to 14000 ft initially, then 8000 ft just before their radio call. STAR has a restr to cross handa (yyc 230 degrees 037 DME) at or below 14000 ft. They said there was no problem, but we failed to get a clearance to stay higher.

Narrative: AT APPROX THE 230 DEGS/037 DME (YYC-CALGARY), VOR WE WERE ASKED WHY WE WERE NOT AT OR BELOW 14000 FT. WE WERE CLRED THE OPALE ARR UPON INTERCEPTING THE 230 DEG RADIAL AND PLT'S DISCRETION TO 14000 FT INITIALLY, THEN 8000 FT JUST BEFORE THEIR RADIO CALL.
