Narrative:
While being vectored for approach I was not sure if I was cleared to intercept the localizer or not. The first officer said that we were cleared to intercept, so we turned and was told that we were on delaying vectors and the controller turned us again. It was very busy and hard to break in to ask for clarification.

Title: A B737 FLC TURNS TO INTERCEPT THE LOC FOR RWY 4L WHEN THEY HAD BEEN PLACED ON DELAYING VECTORS, NOT CLRED FOR THE APCH, SW OF EWR, NJ.
Narrative: WHILE BEING VECTORED FOR APCH I WAS NOT SURE IF I WAS CLRED TO INTERCEPT THE LOC OR NOT. THE FO SAID THAT WE WERE CLRED TO INTERCEPT, SO WE TURNED AND WAS TOLD THAT WE WERE ON DELAYING VECTORS AND THE CTLR TURNED US AGAIN. IT WAS VERY BUSY AND HARD TO BREAK IN TO ASK FOR CLARIFICATION.
