Narrative:
Thought we were cleared to 4000 ft but at leveloff first officer was unsure and thought we may have been cleared to 3000 ft. Upon verification with approach control, they said 'maintain 4000 ft.' no other statements about altitude. Since we are unsure we are submitting this report.

Title: AN MD80 FLC OVERSHOOTS THEIR ALT ASSIGNED FOR A GAR MISSED APCH AT STL, MO.
Narrative: THOUGHT WE WERE CLRED TO 4000 FT BUT AT LEVELOFF FO WAS UNSURE AND THOUGHT WE MAY HAVE BEEN CLRED TO 3000 FT. UPON VERIFICATION WITH APCH CTL, THEY SAID 'MAINTAIN 4000 FT.' NO OTHER STATEMENTS ABOUT ALT. SINCE WE ARE UNSURE WE ARE SUBMITTING THIS RPT.
