Narrative:

After making minor deviations for WX on the bitho 7 arrival to mco, the PF was given a clearance to descend to 6000 ft. As the aircraft approached 10000 ft the PF was unaware of his speed. I brought this to his attention and the aircraft passed through 10000 ft in excess of 250 KTS. The aircraft did not reach 250 KTS until 9000 ft. Human factors: PF's inaction to slow to 250 KTS due to some unknown reason. Initial clearance did not contain a speed restr of llama intersection at 12000 ft and 250 KTS. Possibly if it did, more vigilance would have been exercised.
