Narrative:
A sports car parked deliberately on the runway to prevent landing (owner of privately owned public airport). On subsequent touch and go lndgs the person chased our aircraft down the runway. Our go around was very close to a collision due to limited performance (ultralight trainer) and high density altitude. Callback conversation with reporter revealed the following information: reporter said that the airport owner desires that only aircraft based at his airport use it, does not want touch and goes or training and refuses to put out a NOTAM to that effect. Initially the local FSDO investigated reporter for using a private airport. This was discontinued when they found that the airport is indeed public and listed as such in the airport directory. Now they are trying to stop the owner from continually harassing pilots with his car on the runway. Reporter no longer uses or recommends this airport for ultralight operations.

Title: ULTRALIGHT PLT FORCED TO GO AROUND ON APCH TO PRIVATELY OWNED PUBLIC USE ARPT BY BEING CHASED BY ARPT OWNER IN A SPORTS CAR.
Narrative: A SPORTS CAR PARKED DELIBERATELY ON THE RWY TO PREVENT LNDG (OWNER OF PRIVATELY OWNED PUBLIC ARPT). ON SUBSEQUENT TOUCH AND GO LNDGS THE PERSON CHASED OUR ACFT DOWN THE RWY. OUR GAR WAS VERY CLOSE TO A COLLISION DUE TO LIMITED PERFORMANCE (ULTRALIGHT TRAINER) AND HIGH DENSITY ALT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID THAT THE ARPT OWNER DESIRES THAT ONLY ACFT BASED AT HIS ARPT USE IT, DOES NOT WANT TOUCH AND GOES OR TRAINING AND REFUSES TO PUT OUT A NOTAM TO THAT EFFECT. INITIALLY THE LCL FSDO INVESTIGATED RPTR FOR USING A PVT ARPT. THIS WAS DISCONTINUED WHEN THEY FOUND THAT THE ARPT IS INDEED PUBLIC AND LISTED AS SUCH IN THE ARPT DIRECTORY. NOW THEY ARE TRYING TO STOP THE OWNER FROM CONTINUALLY HARASSING PLTS WITH HIS CAR ON THE RWY. RPTR NO LONGER USES OR RECOMMENDS THIS ARPT FOR ULTRALIGHT OPS.
