Narrative:

Captain was flying. Given heading 130 degrees to intercept localizer runway 9R. Current altitude was 10000 ft. Captain turned to heading of 130 degrees and I was putting in an extended centerline of localizer runway 9R into the FMGS. The altitude alert horn was going off and we were in a slow descent through 9700 ft. The captain had thought we were cleared to 4000 ft. The captain immediately corrected back to 10000 ft. I asked ATC if we had been cleared to 4000 ft and they responded that we were now cleared to 4000 ft and cleared for the approach. However, we were not cleared to 4000 ft earlier.

Title: THE PIC OF A B727-200 DSNDS OUT OF HIS ASSIGNED ALT PREMATURELY, ALL THE WHILE WITH THE ALT ALERTER SOUNDING, 28 NM W OF MIA, FL.

Narrative: CAPT WAS FLYING. GIVEN HDG 130 DEGS TO INTERCEPT LOC RWY 9R. CURRENT ALT WAS 10000 FT. CAPT TURNED TO HDG OF 130 DEGS AND I WAS PUTTING IN AN EXTENDED CTRLINE OF LOC RWY 9R INTO THE FMGS. THE ALT ALERT HORN WAS GOING OFF AND WE WERE IN A SLOW DSCNT THROUGH 9700 FT. THE CAPT HAD THOUGHT WE WERE CLRED TO 4000 FT. THE CAPT IMMEDIATELY CORRECTED BACK TO 10000 FT. I ASKED ATC IF WE HAD BEEN CLRED TO 4000 FT AND THEY RESPONDED THAT WE WERE NOW CLRED TO 4000 FT AND CLRED FOR THE APCH. HOWEVER, WE WERE NOT CLRED TO 4000 FT EARLIER.
