Narrative:
On landing on runway 17C, as we were cleared to land with no restr or lahso instructions, we observed an aircraft taxi across our runway while we were at approximately 100 KIAS on rollout. The controller made no mention of lahso, and we did not accept any lahso clearance. We were not alerted to an aircraft crossing our runway.
