Narrative:
Lack of communication between radio electric technician and a&P for proper deferral. A&P assumed that the radio electric technician had pulled indicator bulbs when in fact the radio electric technician felt that the panel was 1 piece and the bulbs did not or could not be pulled telling the a&P everything was set.

Title: A B727-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE AIRSTAIR WARNING SYS INOP PER THE MEL BUT SPECIAL PROCS WERE NOT ACCOMPLISHED.
Narrative: LACK OF COM BTWN RADIO ELECTRIC TECHNICIAN AND A&P FOR PROPER DEFERRAL. A&P ASSUMED THAT THE RADIO ELECTRIC TECHNICIAN HAD PULLED INDICATOR BULBS WHEN IN FACT THE RADIO ELECTRIC TECHNICIAN FELT THAT THE PANEL WAS 1 PIECE AND THE BULBS DID NOT OR COULD NOT BE PULLED TELLING THE A&P EVERYTHING WAS SET.
