Narrative:
Level at FL310, received TA which progressed to an RA. Traffic (air carrier) was approaching head-on at same altitude. TCASII issued a descent followed by ATC issuing an immediate left turn. I complied with both. Oncoming aircraft appeared to veer to his left and missed by approximately 3 mi. ZTL was controller and the incident appeared to be controller error.

Title: LOSS OF SEPARATION DISCOVERED BY TCASII AND CTLR IN ATLANTA AIRSPACE.
Narrative: LEVEL AT FL310, RECEIVED TA WHICH PROGRESSED TO AN RA. TFC (ACR) WAS APCHING HEAD-ON AT SAME ALT. TCASII ISSUED A DSCNT FOLLOWED BY ATC ISSUING AN IMMEDIATE L TURN. I COMPLIED WITH BOTH. ONCOMING ACFT APPEARED TO VEER TO HIS L AND MISSED BY APPROX 3 MI. ZTL WAS CTLR AND THE INCIDENT APPEARED TO BE CTLR ERROR.
