Narrative:

The fasten seat belt sign was on and aft area of aircraft was feeling the effects of turbulence. Passenger in line for lavatory were instructed to return to their seats, however 1 female teenage passenger insisted to use the lavatory and did return to seat. Another female passenger, refused to take her seat, insisting she would use the lavatory. I was watching passenger and lavatories when this woman left the lavatory. There was a strong odor and as I looked at her, her eyes looked strange. I watched her struggle up the aisle toward her seat, however, on her way up the aisle she stopped to speak to another passenger and her body slouched over the passenger. I then made my way up the aisle and insisted that due to fasten seat belt sign and turbulence she take her seat and buckle in. She was reluctant but did finally situation down. I immediately reported to flight attendant #1 what I had seen and that the passenger was uncooperative. Flight attendant #1 immediately notified the captain and we followed procedures on reporting the incident. Several passenger seated just forward of aft lavatories also witnessed event and 'odor' of marijuana. This was a team effort thanks to the cooperation of our flight team. Although I am only in my 3RD week of flying, I have noticed a general disregard by passenger for the fasten seat belt sign and turbulence and disregard for their own safety as well as flight attendants who must repeatedly get up to ask passenger to take their seats. The lavatory problem is major and the big excuse is, 'I have to go now.' callback conversation with reporter revealed the following information: the reporter stated that when the woman walked out of lavatory, the marijuana smell nearly knocked you over. The lax police met the flight and handcuffed her as she walked out onto the jet bridge. They found a bag of marijuana in her possession. One of her traveling companions was overheard saying, 'what has she got herself into now?'

Title: CABIN ATTENDANT RPT, B737, ORD-LAX, TURB. PAX WOULDN'T SIT FOR SEAT BELT SIGN. WOMAN SMOKED MARIJUANA IN LAVATORY. POLICE ARRESTED HER IN LAX.

Narrative: THE FASTEN SEAT BELT SIGN WAS ON AND AFT AREA OF ACFT WAS FEELING THE EFFECTS OF TURB. PAX IN LINE FOR LAVATORY WERE INSTRUCTED TO RETURN TO THEIR SEATS, HOWEVER 1 FEMALE TEENAGE PAX INSISTED TO USE THE LAVATORY AND DID RETURN TO SEAT. ANOTHER FEMALE PAX, REFUSED TO TAKE HER SEAT, INSISTING SHE WOULD USE THE LAVATORY. I WAS WATCHING PAX AND LAVATORIES WHEN THIS WOMAN LEFT THE LAVATORY. THERE WAS A STRONG ODOR AND AS I LOOKED AT HER, HER EYES LOOKED STRANGE. I WATCHED HER STRUGGLE UP THE AISLE TOWARD HER SEAT, HOWEVER, ON HER WAY UP THE AISLE SHE STOPPED TO SPEAK TO ANOTHER PAX AND HER BODY SLOUCHED OVER THE PAX. I THEN MADE MY WAY UP THE AISLE AND INSISTED THAT DUE TO FASTEN SEAT BELT SIGN AND TURB SHE TAKE HER SEAT AND BUCKLE IN. SHE WAS RELUCTANT BUT DID FINALLY SIT DOWN. I IMMEDIATELY RPTED TO FLT ATTENDANT #1 WHAT I HAD SEEN AND THAT THE PAX WAS UNCOOPERATIVE. FLT ATTENDANT #1 IMMEDIATELY NOTIFIED THE CAPT AND WE FOLLOWED PROCS ON RPTING THE INCIDENT. SEVERAL PAX SEATED JUST FORWARD OF AFT LAVATORIES ALSO WITNESSED EVENT AND 'ODOR' OF MARIJUANA. THIS WAS A TEAM EFFORT THANKS TO THE COOPERATION OF OUR FLT TEAM. ALTHOUGH I AM ONLY IN MY 3RD WK OF FLYING, I HAVE NOTICED A GENERAL DISREGARD BY PAX FOR THE FASTEN SEAT BELT SIGN AND TURB AND DISREGARD FOR THEIR OWN SAFETY AS WELL AS FLT ATTENDANTS WHO MUST REPEATEDLY GET UP TO ASK PAX TO TAKE THEIR SEATS. THE LAVATORY PROB IS MAJOR AND THE BIG EXCUSE IS, 'I HAVE TO GO NOW.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT WHEN THE WOMAN WALKED OUT OF LAVATORY, THE MARIJUANA SMELL NEARLY KNOCKED YOU OVER. THE LAX POLICE MET THE FLT AND HANDCUFFED HER AS SHE WALKED OUT ONTO THE JET BRIDGE. THEY FOUND A BAG OF MARIJUANA IN HER POSSESSION. ONE OF HER TRAVELING COMPANIONS WAS OVERHEARD SAYING, 'WHAT HAS SHE GOT HERSELF INTO NOW?'
