Narrative:
Departed meigs field. ATIS reported meigs field below IFR takeoff and landing minimums at approximately XA50. I taxied out and departed at approximately XA55 with an IFR clearance for departure. The new ATIS reported better than 1500 ft and 2 mi. The top of the sears tower and hancock buildings were visible during taxi and takeoff. The departure minimums were 1500 ft and 2 mi for departure on runway 36. The pilot observed better than 1500 ft and 2 mi during takeoff and departure. My opinion is the WX at meigs was not updated in a timely manner.
