Narrative:
Holding short of runway 23L in cle, on runway 28, we were #1 for takeoff. Tower cleared us to cross runway 23L and cleared for takeoff on runway 23R. He also cleared the B737 behind us to cross runway 23L and position and hold on runway 23R. We checked for traffic on final, saw a beech 1900, judged it safe to cross and started across runway 23L. Tower made a transmission for someone to hold short of runway 23L, but the call sign was unclr. The B737 behind us acknowledged the tower, saying they would hold short of runway 23L. We thought all was well until the beech 1900 initiated a go around. The tower asked him what the reason was for the go around and he said that there was traffic crossing his runway. The tower canceled our takeoff clearance, when the beech went around. I asked the tower if his hold short instructions had been for us. He said 'yes' they had been. I should point out that even if we had been able to understand the tower's hold short instructions, the front half of our aircraft was already across the hold short line. There was also no second call to expedite or stop from the tower, only silence. The confign of these runways and txwys and the practices of the tower make this a very dangerous intersection. The runways and txwys in cle are out-dated and the controllers are always trying to push too much traffic, too fast and too close.

Title: GAR RESULTED FROM COM PROB AND CLOSE SPACING AT CLEVELAND, OH.
Narrative: HOLDING SHORT OF RWY 23L IN CLE, ON RWY 28, WE WERE #1 FOR TKOF. TWR CLRED US TO CROSS RWY 23L AND CLRED FOR TKOF ON RWY 23R. HE ALSO CLRED THE B737 BEHIND US TO CROSS RWY 23L AND POS AND HOLD ON RWY 23R. WE CHKED FOR TFC ON FINAL, SAW A BEECH 1900, JUDGED IT SAFE TO CROSS AND STARTED ACROSS RWY 23L. TWR MADE A XMISSION FOR SOMEONE TO HOLD SHORT OF RWY 23L, BUT THE CALL SIGN WAS UNCLR. THE B737 BEHIND US ACKNOWLEDGED THE TWR, SAYING THEY WOULD HOLD SHORT OF RWY 23L. WE THOUGHT ALL WAS WELL UNTIL THE BEECH 1900 INITIATED A GAR. THE TWR ASKED HIM WHAT THE REASON WAS FOR THE GAR AND HE SAID THAT THERE WAS TFC XING HIS RWY. THE TWR CANCELED OUR TKOF CLRNC, WHEN THE BEECH WENT AROUND. I ASKED THE TWR IF HIS HOLD SHORT INSTRUCTIONS HAD BEEN FOR US. HE SAID 'YES' THEY HAD BEEN. I SHOULD POINT OUT THAT EVEN IF WE HAD BEEN ABLE TO UNDERSTAND THE TWR'S HOLD SHORT INSTRUCTIONS, THE FRONT HALF OF OUR ACFT WAS ALREADY ACROSS THE HOLD SHORT LINE. THERE WAS ALSO NO SECOND CALL TO EXPEDITE OR STOP FROM THE TWR, ONLY SILENCE. THE CONFIGN OF THESE RWYS AND TXWYS AND THE PRACTICES OF THE TWR MAKE THIS A VERY DANGEROUS INTXN.
