Narrative:
Executing visual to runway 21 at dca. Cleared to land on runway 21. About 50 ft AGL I noticed a company aircraft rolling out on runway 15. I told the captain to prepare for a go around. About this same time tower asked company aircraft if they could hold short of runway 21. Shortly thereafter we were issued a go around instruction. We complied and entered right hand traffic for runway 15 and landed uneventfully. The go around was initiated below 20 ft AGL. I concentrated on ensuring the aircraft was climbing, therefore, I didn't look at the other aircraft to get a precise near miss distance. Upon landing, we spoke with other captain. He said if both aircraft went around, there would have been a midair at 20 ft AGL. He also reported to our company that our go around was initiated at 5 ft. Dca can be a very fun airport from a pilot's perspective. Also it can be extremely dangerous. It's time to realize that this airport needs further capacity restrs. The subjectivity at where to turn on ILS, and various approachs around P-56 often results in controller built sequences being corrupted.

Title: TFC CONFLICT ON INTERSECTING RWYS AT DCA RESULT IN A GAR.
Narrative: EXECUTING VISUAL TO RWY 21 AT DCA. CLRED TO LAND ON RWY 21. ABOUT 50 FT AGL I NOTICED A COMPANY ACFT ROLLING OUT ON RWY 15. I TOLD THE CAPT TO PREPARE FOR A GAR. ABOUT THIS SAME TIME TWR ASKED COMPANY ACFT IF THEY COULD HOLD SHORT OF RWY 21. SHORTLY THEREAFTER WE WERE ISSUED A GAR INSTRUCTION. WE COMPLIED AND ENTERED R HAND TFC FOR RWY 15 AND LANDED UNEVENTFULLY. THE GAR WAS INITIATED BELOW 20 FT AGL. I CONCENTRATED ON ENSURING THE ACFT WAS CLBING, THEREFORE, I DIDN'T LOOK AT THE OTHER ACFT TO GET A PRECISE NEAR MISS DISTANCE. UPON LNDG, WE SPOKE WITH OTHER CAPT. HE SAID IF BOTH ACFT WENT AROUND, THERE WOULD HAVE BEEN A MIDAIR AT 20 FT AGL. HE ALSO RPTED TO OUR COMPANY THAT OUR GAR WAS INITIATED AT 5 FT. DCA CAN BE A VERY FUN ARPT FROM A PLT'S PERSPECTIVE. ALSO IT CAN BE EXTREMELY DANGEROUS. IT'S TIME TO REALIZE THAT THIS ARPT NEEDS FURTHER CAPACITY RESTRS. THE SUBJECTIVITY AT WHERE TO TURN ON ILS, AND VARIOUS APCHS AROUND P-56 OFTEN RESULTS IN CTLR BUILT SEQUENCES BEING CORRUPTED.
