Narrative:
Cleared B737 for takeoff with caravan in position and hold on the other runway. The caravan also took off; tried to cancel; no response. Tried to cancel B737 takeoff; said it was too late. Turned the caravan about 2000 ft prior to the intersection. What caused the problem: caravan pilot not listening and not being observant of other aircraft. The caravan pilot and other pilots need to be strict listeners. By me advising the caravan pilot of the reason that he was in position; because of traffic departing off runway 2; should have clicked on a light in his head that he will be departing after traffic off runway 2. Being tunnel visioned in the cockpit is not good.

Title: OGG LCL CTLR EXPERIENCED CONFLICT WHEN TFC ON INTERSECTING RWYS DEPART SIMULTANEOUSLY.
Narrative: CLRED B737 FOR TKOF WITH CARAVAN IN POS AND HOLD ON THE OTHER RWY. THE CARAVAN ALSO TOOK OFF; TRIED TO CANCEL; NO RESPONSE. TRIED TO CANCEL B737 TKOF; SAID IT WAS TOO LATE. TURNED THE CARAVAN ABOUT 2000 FT PRIOR TO THE INTXN. WHAT CAUSED THE PROB: CARAVAN PLT NOT LISTENING AND NOT BEING OBSERVANT OF OTHER ACFT. THE CARAVAN PLT AND OTHER PLTS NEED TO BE STRICT LISTENERS. BY ME ADVISING THE CARAVAN PLT OF THE REASON THAT HE WAS IN POS; BECAUSE OF TFC DEPARTING OFF RWY 2; SHOULD HAVE CLICKED ON A LIGHT IN HIS HEAD THAT HE WILL BE DEPARTING AFTER TFC OFF RWY 2. BEING TUNNEL VISIONED IN THE COCKPIT IS NOT GOOD.
