Narrative:
Aircraft was released from check with a possible violation of our manual, 5-4-2 page 2. We released the aircraft before an engineering approval was completed. Our company operating manual allows us to do this, if we are a line station, or shop engines and components. But it doesn't address scheduled maintenance checks. This isn't a safety issue, but it is a procedure problem that needs clarification. Will try to correct problem.
