Narrative:

Air carrier X, a B767 on approach to pdx runway 10R. Traffic was issued a VFR at 3000 ft on the final approach course. This VFR target flew right across both final approach courses. Air carrier Y, an E120 at 3500 ft descending for the parallel runway flew right over the top of this traffic also, who was then at 3300 ft. The VFR aircraft never called anyone. If a class B airspace was here these aircraft would be required to call. This was clearly a violation of class C airspace. We were unable to track this aircraft.

Title: AN APCH RADAR CTLR AT P80 CLAIMS A CLASS B AIRSPACE AT PDX WOULD REQUIRE ACFT TO CALL BEFORE XING THE ARPT.

Narrative: ACR X, A B767 ON APCH TO PDX RWY 10R. TFC WAS ISSUED A VFR AT 3000 FT ON THE FINAL APCH COURSE. THIS VFR TARGET FLEW RIGHT ACROSS BOTH FINAL APCH COURSES. ACR Y, AN E120 AT 3500 FT DSNDING FOR THE PARALLEL RWY FLEW RIGHT OVER THE TOP OF THIS TFC ALSO, WHO WAS THEN AT 3300 FT. THE VFR ACFT NEVER CALLED ANYONE. IF A CLASS B AIRSPACE WAS HERE THESE ACFT WOULD BE REQUIRED TO CALL. THIS WAS CLRLY A VIOLATION OF CLASS C AIRSPACE. WE WERE UNABLE TO TRACK THIS ACFT.
