Narrative:

On the dates of dec/sat/96, model rocket launch was approved within a 2 NM radius of the pbi 279/016 from the surface to 3000 ft. This caused the MVA within that area to be 3500 ft. The ILS runway 9L at west palm beach consists of the pbi 276 degree radial and is usable out 18 NM and further with radar monitoring which we do have. During actual IFR and marginal conditions, where the precision has to be used, the aircraft must be restr to 3500 ft until 14 DME. This is above the glide path for the approach. This is an unsafe condition to the flying public. Also, procedures at west palm beach dictate that propeller and turboprop shall be handed off to the final controller at 3000 ft. No alternate procedures were set up.

Title: APCH CTLR COMPLAINT ABOUT RELEASING AIRSPACE FOR MODEL ROCKET LAUNCHES THAT WOULD REQUIRE IFR ACFT TO FLY 500 FT HIGHER ON FINAL THAN NORMAL. NO TFC WAS AFFECTED, BUT RPTR FEELS THAT THIS COULD CREATE AN UNSAFE CONDITION IF IT HAPPENS TOO OFTEN.

Narrative: ON THE DATES OF DEC/SAT/96, MODEL ROCKET LAUNCH WAS APPROVED WITHIN A 2 NM RADIUS OF THE PBI 279/016 FROM THE SURFACE TO 3000 FT. THIS CAUSED THE MVA WITHIN THAT AREA TO BE 3500 FT. THE ILS RWY 9L AT WEST PALM BEACH CONSISTS OF THE PBI 276 DEG RADIAL AND IS USABLE OUT 18 NM AND FURTHER WITH RADAR MONITORING WHICH WE DO HAVE. DURING ACTUAL IFR AND MARGINAL CONDITIONS, WHERE THE PRECISION HAS TO BE USED, THE ACFT MUST BE RESTR TO 3500 FT UNTIL 14 DME. THIS IS ABOVE THE GLIDE PATH FOR THE APCH. THIS IS AN UNSAFE CONDITION TO THE FLYING PUBLIC. ALSO, PROCS AT WEST PALM BEACH DICTATE THAT PROP AND TURBOPROP SHALL BE HANDED OFF TO THE FINAL CTLR AT 3000 FT. NO ALTERNATE PROCS WERE SET UP.
