Narrative:
There is a recurrent problem, administrative in nature, that causes controllers working the ZBW's sector 17 to divert their attention from separating aircraft. This problem is only with a particular airline landing newark. We receive flight plans from moncton center that show these aircraft routed via inf direct bos direct bdl direct ewr. The actual route they are on is boston direct bdl direct ign, ign 265 degree radial flosi, V213 sax direct ewr. When this happened the controller verified the route, while spacing and separating approximately 20 aircraft. There was spacing required to jfk, 20 mi in-trail to atl, 15 mi in-trail to ewr. The radar controller asked for, and received a tracker. As this occurred, the area received a call from traffic management advising the sector was 'red.' this problem needs to be addressed with the particular airline and/or moncton center and resolved. Unfortunately, this situation happens almost daily in summer and was addressed initially late last winter, or in early spring.

Title: ZBW CTLR CLAIMS A PARTICULAR AIRLINE IS NOT FILING FLT PLANS CORRECTLY CAUSING EXTRA WORKLOAD AT THE SECTOR.
Narrative: THERE IS A RECURRENT PROB, ADMINISTRATIVE IN NATURE, THAT CAUSES CTLRS WORKING THE ZBW'S SECTOR 17 TO DIVERT THEIR ATTN FROM SEPARATING ACFT. THIS PROB IS ONLY WITH A PARTICULAR AIRLINE LNDG NEWARK. WE RECEIVE FLT PLANS FROM MONCTON CTR THAT SHOW THESE ACFT ROUTED VIA INF DIRECT BOS DIRECT BDL DIRECT EWR. THE ACTUAL RTE THEY ARE ON IS BOSTON DIRECT BDL DIRECT IGN, IGN 265 DEG RADIAL FLOSI, V213 SAX DIRECT EWR. WHEN THIS HAPPENED THE CTLR VERIFIED THE RTE, WHILE SPACING AND SEPARATING APPROX 20 ACFT. THERE WAS SPACING REQUIRED TO JFK, 20 MI IN-TRAIL TO ATL, 15 MI IN-TRAIL TO EWR. THE RADAR CTLR ASKED FOR, AND RECEIVED A TRACKER. AS THIS OCCURRED, THE AREA RECEIVED A CALL FROM TFC MGMNT ADVISING THE SECTOR WAS 'RED.' THIS PROB NEEDS TO BE ADDRESSED WITH THE PARTICULAR AIRLINE AND/OR MONCTON CTR AND RESOLVED. UNFORTUNATELY, THIS SIT HAPPENS ALMOST DAILY IN SUMMER AND WAS ADDRESSED INITIALLY LATE LAST WINTER, OR IN EARLY SPRING.
