Narrative:
Air carrier X departed pdx assigned a climb to 9000 ft. Aircraft Y was on VFR flight following sbound to 2s6 descending through 8200 ft. Aircraft Y turned eastbound toward pdx departure corridor while descending. Aircraft Y was instructed to proceed VFR sbound. Aircraft advised that they were terminating flight following and squawking VFR. Aircraft was advised to remain outside class C airspace, which we did. The class C airspace in the portland area has outlived its usefulness. With the amount of air traffic of all types on the rise in the area, class B airspace is becoming a needed necessity.

Title: APCH RADAR CTLR AT P80 CLAIMS CLASS C AIRSPACE AT PDX HAS OUTLIVED ITS USEFULNESS AND A CLASS B AIRSPACE IS NEEDED.
Narrative: ACR X DEPARTED PDX ASSIGNED A CLB TO 9000 FT. ACFT Y WAS ON VFR FLT FOLLOWING SBOUND TO 2S6 DSNDING THROUGH 8200 FT. ACFT Y TURNED EASTBOUND TOWARD PDX DEP CORRIDOR WHILE DSNDING. ACFT Y WAS INSTRUCTED TO PROCEED VFR SBOUND. ACFT ADVISED THAT THEY WERE TERMINATING FLT FOLLOWING AND SQUAWKING VFR. ACFT WAS ADVISED TO REMAIN OUTSIDE CLASS C AIRSPACE, WHICH WE DID.
