Narrative:
While shooting approach to cgx, midway approach said 'shoot ILS runway 4R then break off and cancel IFR when VFR and proceed to meigs field (cgx).' when midway tower released us for frequency change, we switched to meigs tower and were advised that they were IFR. We requested SVFR and they did not know we were coming and would not allow us in class D airspace at 200 KTS. We were already in class D airspace at time of release by midway. We were forced in to 500-700 ft low flight over lake michigan to maintain VFR. They were amazed that we were even there. Elgin approach (midway) had never advised us that the airspace was closed. Mdw tower never knew that the tower had taken back control of their airspace from approach. The tower operator at cgx did a great job of getting us in quickly.

Title: A CPR FLC FLYING A LIGHT 2 ENG JET NEAR CGX RPTS CANCELING IFR TO PROCEED VFR TO THEIR DEST AND THEN ENCOUNTERING IMC.
Narrative: WHILE SHOOTING APCH TO CGX, MIDWAY APCH SAID 'SHOOT ILS RWY 4R THEN BREAK OFF AND CANCEL IFR WHEN VFR AND PROCEED TO MEIGS FIELD (CGX).' WHEN MIDWAY TWR RELEASED US FOR FREQ CHANGE, WE SWITCHED TO MEIGS TWR AND WERE ADVISED THAT THEY WERE IFR. WE REQUESTED SVFR AND THEY DID NOT KNOW WE WERE COMING AND WOULD NOT ALLOW US IN CLASS D AIRSPACE AT 200 KTS. WE WERE ALREADY IN CLASS D AIRSPACE AT TIME OF RELEASE BY MIDWAY. WE WERE FORCED IN TO 500-700 FT LOW FLT OVER LAKE MICHIGAN TO MAINTAIN VFR. THEY WERE AMAZED THAT WE WERE EVEN THERE. ELGIN APCH (MIDWAY) HAD NEVER ADVISED US THAT THE AIRSPACE WAS CLOSED. MDW TWR NEVER KNEW THAT THE TWR HAD TAKEN BACK CTL OF THEIR AIRSPACE FROM APCH. THE TWR OPERATOR AT CGX DID A GREAT JOB OF GETTING US IN QUICKLY.
