Narrative:
Center could not understand english. At the above coordinates, spotted what looked like an emergency flare off our left wingtip. Relayed to center and became aware that he could not speak or understand adequate english. This is the biggest safety problem in south america today. There are a few controllers with very limited english -- only a few standard lines. It is a very significant safety risk -- lives are being put at risk.

Title: B767 CREW ATTEMPTED TO RPT SIGHTING AN EMER FLARE TO SVZM ARTCC RADAR CTLR. THE CTLR WAS UNABLE TO UNDERSTAND ENGLISH.
Narrative: CTR COULD NOT UNDERSTAND ENGLISH. AT THE ABOVE COORDINATES, SPOTTED WHAT LOOKED LIKE AN EMER FLARE OFF OUR L WINGTIP. RELAYED TO CTR AND BECAME AWARE THAT HE COULD NOT SPEAK OR UNDERSTAND ADEQUATE ENGLISH. THIS IS THE BIGGEST SAFETY PROB IN SOUTH AMERICA TODAY. THERE ARE A FEW CTLRS WITH VERY LIMITED ENGLISH -- ONLY A FEW STANDARD LINES. IT IS A VERY SIGNIFICANT SAFETY RISK -- LIVES ARE BEING PUT AT RISK.
