Narrative:
On initial call-up to lwm ground, requested a beacon code for VFR flight to ttn, provided the ATIS code, and requested taxi to runway 23. Received and read back taxi instructions and began taxi to runway 23. 75 ft from crossing runway 14/32 (with implicit clearance), I observed a chevy pickup 'taxiing' on runway 32 at approximately 15-20 mph on collision course with me (intersection of taxiway a and runway 32). We both began braking approximately the same time, with the pickup stopping before I could as I continued through the intersection. (A slower taxi speed would have helped me, but it was less than 10 mph already.) as I did my runup, the pickup driver (apparently clearing the airport grounds on patrol) chewed out the ground controller, indicating that he thought ATC had cleared him all over the field. (I did not hear their initial conversation as it was before my engine start.) I believe this was a case of ATC issuing conflicting clrncs.

Title: GND CONFLICT AT NORTH ANDOVER, MA, BTWN C182 AND GND VEHICLE.
Narrative: ON INITIAL CALL-UP TO LWM GND, REQUESTED A BEACON CODE FOR VFR FLT TO TTN, PROVIDED THE ATIS CODE, AND REQUESTED TAXI TO RWY 23. RECEIVED AND READ BACK TAXI INSTRUCTIONS AND BEGAN TAXI TO RWY 23. 75 FT FROM XING RWY 14/32 (WITH IMPLICIT CLRNC), I OBSERVED A CHEVY PICKUP 'TAXIING' ON RWY 32 AT APPROX 15-20 MPH ON COLLISION COURSE WITH ME (INTXN OF TXWY A AND RWY 32). WE BOTH BEGAN BRAKING APPROX THE SAME TIME, WITH THE PICKUP STOPPING BEFORE I COULD AS I CONTINUED THROUGH THE INTXN. (A SLOWER TAXI SPD WOULD HAVE HELPED ME, BUT IT WAS LESS THAN 10 MPH ALREADY.) AS I DID MY RUNUP, THE PICKUP DRIVER (APPARENTLY CLRING THE ARPT GNDS ON PATROL) CHEWED OUT THE GND CTLR, INDICATING THAT HE THOUGHT ATC HAD CLRED HIM ALL OVER THE FIELD. (I DID NOT HEAR THEIR INITIAL CONVERSATION AS IT WAS BEFORE MY ENG START.) I BELIEVE THIS WAS A CASE OF ATC ISSUING CONFLICTING CLRNCS.
