Narrative:
Air carrier X reported unsafe gear indication on 4 mi final and was handed off back to approach. When I was informed by approach that the pilot was requesting rescue equipment to be standing by near the runway, I attempted to call them on the appropriate line. It was impossible to relay the pertinent information due to the fact that numerous planes are rung through this line and when no one answers the other lines they keep ringing. So you can't tell who has answered or if they can hear you or not. The only place the line should ring is at the rescue facility. The other entities that want to know about emergencys can get the information later and from another source.

Title: COS CTLR CONCERNED WITH EXISTING EMER CFR COORD PROC.
Narrative: ACR X RPTED UNSAFE GEAR INDICATION ON 4 MI FINAL AND WAS HANDED OFF BACK TO APCH. WHEN I WAS INFORMED BY APCH THAT THE PLT WAS REQUESTING RESCUE EQUIP TO BE STANDING BY NEAR THE RWY, I ATTEMPTED TO CALL THEM ON THE APPROPRIATE LINE. IT WAS IMPOSSIBLE TO RELAY THE PERTINENT INFO DUE TO THE FACT THAT NUMEROUS PLANES ARE RUNG THROUGH THIS LINE AND WHEN NO ONE ANSWERS THE OTHER LINES THEY KEEP RINGING. SO YOU CAN'T TELL WHO HAS ANSWERED OR IF THEY CAN HEAR YOU OR NOT. THE ONLY PLACE THE LINE SHOULD RING IS AT THE RESCUE FACILITY. THE OTHER ENTITIES THAT WANT TO KNOW ABOUT EMERS CAN GET THE INFO LATER AND FROM ANOTHER SOURCE.
