Ramp check by chicago FAA maintenance personnel. No notification of infraction until notification by mail. 'Items of mass loose in cockpit' as described by inspector. Items were company kit and 2 commercial chart cases behind aft observer's seat and ahead of radio rack. Not secured to floor by strap or other hold down device. If company had provided hold down strap or device as per gom dated jun/94 and signed off by poi. All aircraft on company certificate are flying this way and have been.
